Scope: This Request for Proposals (“RFP”), dated September 28, 2026, is issued by the Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency (jointly referred to herein as “TCA” or “Agency” or “Agencies”) to engage the services of a firm to provide Investment Advisory Services (the “Services”) as more specifically described in Exhibit A to the Form of Contract (Section III). Capitalized terms not separately defined elsewhere in this RFP have the meanings assigned in the Form of Contract (Section III). The County of Orange and certain cities in Orange County, California formed the Agencies as jointpowers authorities to plan, design, finance, construct and operate the Foothill (State Route 241), Eastern (State Routes 133, 241, and 261), and San Joaquin Hills (State Route 73) Toll Roads. The Agencies are authorized to administer certain investments under the California Government Code, its own investment policies (“Investment Policy”), requirements imposed by bond holders (“Bond Indentures”) and reasonable cash flow requirements. It is the intent of the Agencies to select the best qualified proposer whose background demonstratesexperience and expertise in providing investment advisory services to government entities that manageinvestments of fixed income portfolios. The Agencies request a proposal for a non-discretionary assetsunder management (“AUM”) arrangement including, but not limited to, investment advisory services,trade execution, systems, reporting, accounting, compliance and back-office administrative services. Theselected Investment Advisor will also interact with the Agencies’ staff and the members of the Agencies’respective Boards of Directors in relation to quarterly committee and annual Boards of Directorspresentations. The scope of Services required to be provided by the selected investment advisory firmare detailed below: In providing the Services, the Investment Advisor shall take into account the following Agency goals forthe Services: • A strategic vs. reactionary approach;• A strategy that weathers interest cycles;• A portfolio that is actively managed;• Duration, yield curve value and value between securities;• Best approach to managing reserves; and• Advice as to sectors within corporate securities that have value, balanced with credit objectives.
