Fixed Income Investment Manager

The Alaska Industrial Development and Export Authority (AIDEA) is seeking qualified investment management firms to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for alternative fixed income investment management services. The base period runs from December 16, 2026, to December 15, 2029, with three subsequent two-year options, allowing for a total duration of up to nine years. Selected firms must operate within AIDEA's designated custody accounts at U.S. Bank, as strategies requiring alternative custodial arrangements will not be accepted. Performance is measured against the Bloomberg U.S. Aggregate Bond Index, and contractors must provide deliverables including draft investment guidelines, Investment Management Agreement terms, and audit support. Awards are based on a 1,000-point evaluation system focusing on cost (400 points), methodology (200 points), experience and qualifications (150 points), project understanding (100 points), proposed staff (50 points), and an Alaska Offeror Preference (100 points). The contract does not guarantee any specific asset allocation or minimum compensation. Key requirements include certification of compliance with the AIDEA Investment Policy Statement, adherence to State of Alaska confidentiality and cybersecurity guidelines, and certification that the firm is not headquartered in a U.S. Department of State Tier 3 trafficking country. Payments are made via check or electronic transfer upon approval of deliverables by the Project Manager and Executive Director. Proposals are due by November 20, 2026.
