The California Department of Rehabilitation is seeking a contractor to provide comprehensive office moving services on an as-needed basis across the Redwood Empire District and other locations in California, with work potentially occurring outside standard business hours, including early mornings, evenings, and weekends. The contractor must deliver a full range of services including packing, disassembling and reassembling modular office furniture, transporting items, unpacking, and managing the entire relocation process with care and efficiency. All sensitive equipment such as computers and electrical devices must be pad-wrapped, and any property requiring special handling must be clearly tagged and inventoried by the Department. The contractor is responsible for removing all packing materials, debris, and surplus property from government premises and may be required to store items in a secured facility measuring 53 by 8 feet (424 sq ft) if the new location is not ready. Storage beyond 90 days requires a separate agreement not governed by the Public Utilities Commission, and the contractor must propose alternative facilities if terms are unfavorable to the State. All moves must use the contractor’s hourly or mileage-based rates, with no additional fees permitted unless pre-approved and documented; line-haul moves over 100 miles require prior DOR approval and must include certified weight tickets before and after loading, with no extra charge for the weight documentation. The contractor’s bid price serves as a not-to-exceed limit, and all hourly rates are all-inclusive of fuel, salaries, benefits, insurance, overhead, and supplies, while pass-through costs like equipment rentals or bridge tolls must be itemized and justified with receipts for reimbursement. The contractor must be fully licensed, insured, and compliant with state and federal regulations, including adherence to California State General Prevailing Wage Rates in all counties where work is performed, and must submit certified payroll records with every invoice.
