Invitation for Bids for Geographic Information Systems Consulting Services

Washington County Government in Virginia is soliciting bids for Geographic Information Systems (GIS) Consulting Services to support its Information Systems Department. The contract is for an initial term of three years, beginning November 1, 2026, with an option for two additional one-year renewals. The selected consultant will provide general maintenance, research and development for updated applications, and 24/7 technical support with a four-hour response time. Key deliverables include a minimum of eight hours of on-site service per month at the County Government Center in Abingdon, monthly data uploads to the AT&T EGDMS, and the production of 3-D models. Technical expertise is required in ArcGIS 10.8x, ArcPro 2.x, ArcGIS Online, NG 911 data standards, and wireless Phase II compliance. The contract will be awarded to the lowest responsive and responsible bidder. Bidders must provide hourly rates for contracted hours, travel, and telephone support. The primary consultant must have at least five years of GIS experience, including five years of experience with Virginia’s Geographic Information Network (VGIN) and the Virginia Base Mapping Program. The consulting firm itself must have at least three years of VGIN experience. Bids must be submitted in sealed envelopes by 3:00 p.m. on October 1, 2026. The contractor must maintain comprehensive general liability, automobile, and worker's compensation insurance, and provide a certificate of insurance within 15 days of the award. Payment is issued 30 days after the invoice or delivery, whichever occurs last.
