Invitation to Bid Lee County Recreation Event Center and Pickleball Complex Building

The Lee County Board of Commissioners is soliciting sealed written bids for a design-build turnkey project to construct a Recreation Event Center and Pickleball Complex located at 231 State Route 3, Leesburg, Georgia. The project encompasses approximately 52,164 square feet, featuring a 17,360 square foot event center that will house the Lee County Recreation Department offices and a connected 34,804 square foot open-air covered facility with 12 pickleball courts. The scope of work includes the fabrication and erection of pre-engineered metal building systems, the construction of an entrance road, a 150-space parking lot, sidewalks, utility extensions, and stormwater improvements. All work must adhere to County standards, ADA requirements, and local and state adopted codes. Bidders must submit a completed bid form, cost breakdown tables, a non-collusion certification, and bid security totaling 5 percent of the bid amount. The selection process is based on the most suitable option, with 15 percent of the evaluation weighted on the qualifications and experience of the proposed team. Upon award, the contractor must provide performance and payment bonds for the full bid amount, proof of general liability and automobile liability insurance of at least 1 million dollars each, and various affidavits including a SAVE affidavit and drug-free workplace certification. Final construction plans are due within 120 calendar days of the notice to proceed, and all work must be completed within 365 days, with liquidated damages of 100 dollars per day for delays.
