The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus in Bethesda, MD, has a requirement for an ionization chamber used to calibrate nuclear instrumentation on the Armed Forces Radiobiology Research Institute's (AFRRI) nuclear reactor. This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotations (RFQ) in accordance with FAR Part 13 - Simplified Acquisition Procedures. It is the responsibility of the contractor to monitor FedBizOpps for any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular 2005-38. All responsible sources may submit a quote, which will be considered by USUHS. For this procurement, the North American Industry Classification System (NAICS) code is 334519 (Other Measuring and Controlling Device Manufacturing). EVALUATION FACTORS The government will award a Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote, conforming to this announcement, will be most advantageous to the government. Award will be made on a best value determination considering price and non-price factors in accordance with FAR 52.212-2 - Evaluation - Commercial Items Clause. 1.Price: Firm-Fixed Price for all requirements listed in the Specifications List. 2.Technical: Offerors must submit product literature demonstrating the product quoted meets the requirements listed in the Specifications List. 3.Past Performance: Please provide two references from relevant past experiences. References that demonstrate previous experience with the ionization chambers will be more favorably noted. To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database. For instructions on registering with the CCR, please see the CCR website at www.ccr.gov. All offerors are required to submit a completed copy of the Federal Acquisition Regulation (FAR) Provision 52.212-3 (Offeror Representations and Certifications-Commercial Items) with their offer. USUHS reserves the right to award without discussions. All questions must be directed by email to contact@example.gov and contact@example.gov (as a secondary contact). Questions must be received by 12:00 PM (EST) on January 14, 2010. Responses to questions will be addressed as an amendment to the RFQ. No questions will be answered over the phone. Quotes shall be accepted by email only. No other method of submission will be accepted. Email all quotes to contact@example.gov and contact@example.gov (as a secondary contact). Quotes must be received by 12:00 PM (EST) on January 19, 2010.
