The contract FA8620-10-G-3038-0016-01 is a sole-source pre-solicitation issued by the Aeronautical Systems Center (ASC) Medium Altitude UAS Division for the IP Migration ECP-1 Development project. General Atomics Aeronautical Systems, Inc. is designated as the exclusive recipient due to its unique role as the sole designer, developer, and manufacturer of the MQ-1 and MQ-9 unmanned aerial systems. The government lacks full data rights to the system, which necessitates this non-competitive award to prevent duplication of costs and to leverage the specialized knowledge and technical data held only by General Atomics. The procurement falls under the NAICS code 334511 with a focus on the technology and aerospace sector. Interested subcontractors may contact the designated representative for potential opportunities, and entities responding are required to provide their DUNS number, CAGE code, and employee size for small business determination purposes. The contracting office point of contact for this action is Peter C. Guinto, and the ASC Ombudsman for the effort is Howard Marks. This action is conducted under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, reflecting the sole-source justification, and the document emphasizes communication channels to ensure clarity and compliance in the subcontracting process.
