This contract is a long-term Indefinite Quantity Contract (IQC) issued by the Defense Logistics Agency (DLA) Land and Maritime for multiple small arms parts, with a base period of three years and up to two additional option years, not to exceed five years total. The solicitation, expected to be available around April 7, 2022, seeks to procure various National Stock Number (NSN) items including breech assemblies, piston rods, recoil mechanisms, barrels, mechanical housings, firing mechanisms, and track assemblies from approved sources, primarily Northrop Grumman Systems Corp. Pricing will be solicited across multiple quantity ranges to establish break prices. Delivery requirements vary by item, with lead times ranging from 230 to 300 days and estimated annual quantities specified for each NSN. The contract restricts supply to approved sources due to incomplete or restrictive technical data and applies export controls under ITAR and EAR regulations, requiring bidders and suppliers to have proper certifications, including participation in the US/Canada Joint Certification Program. The acquisition is conducted under the authority of 10 U.S.C. 2304(c)(1) and the government will evaluate offers based on price, delivery, past performance, and other factors outlined in the solicitation. The contract is governed by the Trade Agreements Act where applicable and all proposals must be submitted in English and U.S. dollars. The solicitation does not follow commercial item acquisition policies but invites interested parties to identify their capability to supply commercial items within 15 days of the notice. The procurement consolidates requirements consistent with federal acquisition regulations, and the point of contact for this procurement is located in Columbus, Ohio. The DLA enforces strict export control compliance to protect technical data and will only approve contractors who meet these security and certification requirements.
