The IQC includes three base years with the option to extend up to two additional years, for a total potential duration of five years. Offerors must have this certification and the DLA’s export-controlled data access permission prior to award. The Government will evaluate offers based on price, delivery, past performance, and other factors, and only approved sources are eligible for award under the authority of 10 U.S.C. 2304(c)(1). The solicitation was issued with instructions for requesting documents through DIBBS starting December 2022, and all submissions must be in English and U.S. dollars.
