This IRA-funded procurement is a total small business set-aside under NAICS code 334516, with a size standard of 1,000 employees. IRA Funded - NOTICE: NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand-Name or Equal Request for Quote (RFQ) for a HEMCO UniMax Floor Mount Hood or equivalent per the attached specification requirements list and is prepared in accordance with the Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. The North American Industrial Classification System (NAICS) code for this effort is 334516. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The small business size standard is 1000. The Department of Energy has accepted the deviations of RFO Part 12. The following clauses apply to this acquisition: FAR Clause 52.212-1, Instructions of Offerors-Commercial Products and Commercial Services (DEVIATION NOV 2025) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Services (DEVIATION NOV 2025) A full list of applicable provisions and clauses is available in FedConnect. Quoters shall include a completed copy of their Representations and Certifications with their quote or ensure that their SAM.gov profile is up to date. Representations and Certifications must conform to the RFO provisions. Interested vendors are to submit their quotation on the attached RFQ Standard Form (SF) 1449, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net by 09/01/2026 by 13:00 PM ED. EVALUATION: Selection will be based on the small business quotation that is considered technically acceptable with the lowest firm-fixed price quote. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. The Government anticipates issuing a single award from this RFQ. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data, as necessary. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation. The technical acceptability determination will be based on the quotation(s) with a brand name or equal of the product/service as identified within this RFQ and per the attached specifications. If an item is identified in this solicitation by a "brand name" description or manufacturer part number, such reference is intended to be descriptive, not restrictive. It is used solely to indicate the standard of quality, performance, and operational characteristics required. Technical offerings of "equal" products (including alternative manufacturers and model numbers) will be considered for award if the Quoter can demonstrate that the proposed product meet or exceed the salient physical, functional, or performance characteristics specified in this solicitation. To be considered for an "equal" product award, the Quoter must submit with its quote comprehensive descriptive literature, technical data sheets, and/or performance metrics that clearly demonstrate the proposed product meets or exceeds all outlined specifications. NETL reserves the sole right to determine whether an alternative product meets the definition of an "equal" product. NOI to Sole Source - Frequency Comb System Upgrade
Solicitation # FA700026NOIFCS
The 10th Contracting Squadron at the United States Air Force Academy intends to award a sole-source, firm-fixed-price commercial purchase order to Vescent Technologies, Inc. for the upgrade and expansion of a proprietary laser frequency comb system. This acquisition is designed to support the Physics Department's Laser and Optics Research Center by providing specialized wavelength extension modules, optical frequency references, phase-lock servos, temperature controllers, and data acquisition hardware. The project also includes on-site training and installation to ensure seamless integration with the existing government-owned Vescent RubriComb architecture. The government has identified Vescent Technologies as the sole source because the existing system is a closed-architecture platform. Using alternative manufacturers would result in physical and electronic incompatibilities, requiring the complete replacement of the current system and causing significant delays to cadet atomic research programs. While this is a notice of intent for a sole-source award, the government will consider capability statements from other vendors who can prove their hardware is fully compatible with the existing Vescent infrastructure. Interested parties must submit their documentation to the contracting officer by August 24, 2026.

Solicitation # 89243326QFE000552
The U.S. Department of Energy National Energy Technology Laboratory is soliciting quotes for the procurement, delivery, installation, and commissioning of a Mettler Toledo Laboratory Thermal Gravimetric Analyzer (TGA) and Differential Scanning Calorimeter (DSC) system. This IRA-funded acquisition is a total small business set-aside under NAICS 334516, requiring the vendor to be an approved and authorized reseller of the brand. A brand name justification is in place because the Mettler Toledo STARe proprietary software is already integrated into the existing laboratory infrastructure, ensuring data consistency and compatibility. The equipment must be new, meet specific technical requirements including a temperature range up to 1100 degrees Celsius and NRTL certification, and be delivered FOB Destination to the NETL facility in Pittsburgh, Pennsylvania, by February 1, 2027. Award will be made to the technically acceptable small business offering the lowest firm-fixed price. Offerors must submit their quotations, descriptive literature, and updated SAM.gov representations electronically via the FedConnect portal. The contract includes strict security and access requirements, including Real ID compliance for onsite personnel and mandatory pre-approval for foreign nationals per DOE Order 142.3. Administrative requirements mandate that all invoicing be processed exclusively through the DOE VIPERS system. The procurement is governed by RFO Part 12 and various FAR clauses, including those regarding commercial products and services, basic safeguarding of contractor information systems, and prohibitions on convict and child labor.
