The U.S. Naval Air Systems Command awarded a firm-fixed-price contract, numbered N0001926C0134, to Parker Meggitt Defense Systems, Inc., for the production of the F/A-18E/F Infrared Search and Track Block II Environmental Control Unit Weapons Replaceable Assemblies. This contract encompasses the base production lot along with the first and second option lots to meet full-rate production requirements for both NAVAIR and NAVSUP. The ECU delivers essential temperature regulation to the IRST infrared receiver and processor components, which are procured under a separate contract. The award was issued on a sole-source basis under statutory authority 10 U.S.C. 2304(C)(1), justified by the fact that PMDSI, as the original equipment manufacturer, possesses the unique manufacturing knowledge, technical data, and experience necessary to fulfill the requirement within the critical program timeline. The sole-source justification is documented under J&A number 26-0094, dated April 29, 2026. The contract was awarded through solicitation N00019-24-RFPREQ-TPM265-0512, with performance based in Irvine, California, and the contracting office located at Patuxent River, Maryland.

Naval Air Systems Command (NAVAIR) at Patuxent River, MD awarded a Firm-Fixed-Price (FFP) contract N0001926C0134 to Parker Meggitt Defense Systems, Inc. (PMDSI). This award consists in a base production lot, the exercise of the first option lot, and a second option lot for NAVAIR and NAVSUP Full Rate Production (FRP) requirements.

The F/A-18E/F Infrared Search & Track (IRST) Block II Environmental Control Unit (ECU) Weapons Replaceable Assemblies (WRA) is capable of providing temperature control to the Infrared Receiver (IRR) and processor WRAs, procured on a separate contract vehicle.

This contract was awarded on a sole-source basis under statutory authority 10 U.S.C. 2304(C)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy the requirements.” As the Original Equipment Manufacturer (OEM) for the F-18 IRST ECU, PMDSI has the manufacturing knowledge, experience, and technical data required to fulfil this requirement within the production time required to maintain program schedule.

This effort is covered under the Justification and Approval (J&A) number 26-0094, dated 29-APR-2026.

FortiNet FortiGate Software License Renewals
Solicitation # N00019-26-RFPREQ-APM290-0806
The Naval Air Systems Command at Patuxent River, Maryland, requires renewal of Fortinet FortiGate software licenses to maintain critical communications security for the P-8A Poseidon aircraft. These renewals are essential to ensure ongoing support, updated threat protections, and operational integrity of existing firewall systems onboard the aircraft. Due to the proprietary nature of FortiGate technology—including the software, antivirus definitions, intrusion prevention files, and associated technical support—the U.S. Government lacks the necessary technical data package to replicate or independently support these systems. As a result, only Fortinet's authorized federal resellers are capable of providing the exact, mission-certified licenses and services required, making them the sole responsible sources under prevailing federal procurement authorities. This action is being conducted on a limited competition basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, recognizing the exclusivity of authorized Fortinet resellers. While this announcement serves as a notice of intent rather than a formal solicitation, the Government will evaluate any responses received within 15 days of publication to determine if full and open competition is feasible. All submissions must reference the solicitation number N00019-26-RFPREQ-APM290-0806 and be emailed to Contract Specialist Frank Schibler by 4:00 PM Eastern Time on June 11, 2026. Responses may influence the Government’s decision to proceed with a non-competitive award, and no formal bidding process is currently planned unless information submitted demonstrates otherwise.
