This is a combined synopsis/solicitation for commercial services prepared in accordance with the HHS-adopted FAR Part 12, as supplemented by the attached solicitation documents. This announcement and its attachments constitute the solicitation. Quotations are requested, and a separate written solicitation will not be issued.

Solicitation No. 75H70627Q00018 is issued as a Request for Quotation (RFQ) for Firm-Fixed-Price (FFP), non-personal Advanced Practice Provider (APP) Physician Assistant (PA) and/or Nurse Practitioner (NP) healthcare services at Rosebud IHS Hospital, Rosebud, South Dakota.

The Great Plains Area Indian Health Service (IHS) seeks a Contractor to provide qualified APP personnel sufficient to support two (2) full-time equivalent PA and/or NP positions providing outpatient primary care services at the Rosebud IHS Hospital Outpatient Department Clinic.

Services include adult and pediatric primary care, chronic disease management, preventive and wellness services, acute outpatient care, authorized minor procedures, clinical documentation, referrals, care coordination, and quality-improvement activities. The Contractor shall furnish qualified licensed personnel, management, supervision, credentialing and privileging support, licensure and certification maintenance, professional liability insurance, staffing continuity, replacement personnel, and other Contractor-furnished resources necessary to perform the Performance Work Statement (PWS).

This acquisition is set aside exclusively for Indian Small Business Economic Enterprises (ISBEEs). The assigned NAICS code is 561320, Temporary Help Services, with a small business size standard of $34.0 million in average annual receipts. Quoters shall satisfy the applicable ISBEE eligibility and representation requirements and submit the completed IHS Indian Economic Enterprise Representation form with their quotations.

The anticipated award is a Firm-Fixed-Price, non-personal healthcare services purchase order using a Month-of-Service (MOS) pricing structure. One (1) MOS represents complete monthly performance of the required APP services, including qualified staffing equivalent to two (2) full-time PAs or NPs, scheduled outpatient clinic services, clinical documentation, care coordination, required training, and all other PWS requirements.

The anticipated period of performance consists of a three (3)-month base period and three (3) option periods of three (3) months each, for a maximum potential period of performance of twelve (12) months. The anticipated base period is February 1, 2027, through April 30, 2027. Option-period dates will be specified in the resulting purchase order.

Services will be performed at the Rosebud IHS Hospital Outpatient Department Clinic, 800 Hospital Drive, Rosebud, South Dakota 57570. Standard outpatient clinic hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays, subject to the scheduling requirements identified in the PWS.

Section F of the attached solicitation identifies the Contract Line Item Numbers (CLINs), service descriptions, quantities, units of measure, and performance periods. Quoters shall complete the price schedule with firm-fixed monthly MOS pricing for the base period and each option period. The Total Evaluated Price will include the base period and all three option periods.

Award will be made to the responsible quoter whose quotation conforms to the solicitation requirements and represents the best value to the Government. Evaluation factors are Technical Capability and Management Approach, Past Performance, and Price. When combined, the non-price factors are significantly more important than Price. The Government intends to make a selection from initial quotations but reserves the right to request clarification, additional information, or revised quotations when determined appropriate.
