NASA Langley Research Center seeks to acquire iSiteGov license and management services for all its contract instances. Because iSite is the proprietary developer of the platform and already provides these services to the center, NASA intends to utilize them as a single source to standardize contract management and avoid the substantial duplication of resources and time that would result from switching providers. This procurement is being conducted as a commercial item acquisition under FAR Part 13.5. The effort is categorized under NAICS code 541511 and will be performed in Hampton, Virginia. While the government solicited capabilities and qualifications to determine if the procurement should be competitive, the final decision remained at the government's discretion. The award notice associated with solicitation NNL17629136Q identifies Emily N Black and Sandra Ray as the primary points of contact for this requirement.

Full Description

NASA/LARC has a requirement for iSiteGov license and Management Services for all LaRC iSiteGov contract instances. NASA/LARC intends to purchase the services from iSiteGov. iSite is the proprietary architect and developer of the iSiteGov platform. iSite is currently providing these services to NASA LaRC and in order to standardize our approach to contract management, it is in the Governments best interest to utilize iSite as a single contract management system. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 07/11/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
