The Naval Sea Systems Command plans to issue a solicitation to Huntington Ingalls Inc. in Pascagoula, Mississippi, for the detail design and construction of the LPD 28 Amphibious Transport Dock ship, along with post-delivery availability planning and engineering services. Huntington Ingalls, as the sole designer and builder of the prior San Antonio (LPD 17) Class vessels, possesses unique expertise and experience critical for completing the 12th and final ship of this class. The contract will be awarded on a sole-source basis to avoid duplication of costs and delays that would arise from attempting to engage alternate sources unfamiliar with the design and construction history of the class. Leveraging the existing knowledge base from the previous 11 ships ensures efficiency and continuity for this final vessel. This action is issued primarily for subcontracting purposes, under the authority of FAR 6.302, with the government intending to negotiate exclusively with Huntington Ingalls. While this notice is not a formal request for competitive proposals, the government will consider any expressions of interest or proposals received within 45 days of the notice's publication (or 30 days if tied to an existing basic ordering agreement). The decision to forgo competition is at the sole discretion of the government and will depend on responses to this notice. The contract falls under NAICS code 336611, with work to be performed at Huntington Ingalls' Pascagoula facility. The point of contact for this procurement is Lawrence J. Gordin.

The Naval Sea Systems Command intends to issue solicitation N00024-16-R-2441 to Huntington Ingalls Inc., 1000 Access Road, Pascagoula, MS 39567 for Detail Design and Construction (DD&C) of LPD 28 Amphibious Transport Docking ship and supporting post-delivery availability planning services and engineering services on a sole source basis. As the designer and builder of every previous San Antonio (LPD 17) Class vessel, Ingalls is the only source with the requisite knowledge and experience required to construct the 12th and final ship of the LPD 17 Class. Pursuing an alternate source through competition would result in significant duplication of costs and unacceptable delays due to the loss of learning achieved on the previous 11 ships that cannot be recovered on the last ship of the Class and engineering efforts that would be required to design the ship and develop a build plan. This notification is issued for subcontracting purposes only. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
