Nature of Requirements:
There will be four separate Requests for Proposal (RFPs) related to the Land Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance (LC4ISR) Capability sustainment services. This is the first RFP, and the remaining three will be published before mid January 2023. This RFP is an invitation to submit bids for the LC4ISR Capability Intelligence Surveillance Target Acquisition and Reconnaissance (ISTAR) Sustainment Services requirement.
The RFP is subject to the National Security Exception (NSE). This procurement is limited to Canadian suppliers only. Bids from foreign suppliers will not be considered.
Canada will require the winning bidder to meet the security requirements set out in the Security Requirement Check List (SRCL) and security clauses as specified in the RFP Foreign Ownership, Control and Influence (FOCI) evaluations is a mandatory requirement for the selected winning bidder as the Work under the contract requires access to sensitive information, assets and/or sites. The selected winning bidder must complete and submit a FOCI Questionnaire and associated documentation prior to contract award.
