IT Professional Services to Enhance and Deliver the Canada Disability Benefit Digital Solution

Employment and Social Development Canada's Innovation, Information and Technology Branch is seeking specialized IT professional services under the Task-Based Informatics Professional Services method of supply to enhance and deliver the Canada Disability Benefit digital solution. The project utilizes an Agile delivery approach to design, develop, integrate, test, and secure backend systems, APIs, and new program functionalities. The primary objective is to improve the accuracy and timeliness of payments and streamline benefit applications through accessibility-focused design and secure system integration. The required expertise includes Level 3 Application/Software Architects, Programmer/Software Developers, and Information Technology Security Engineers, with an estimated effort of 380, 530, and 160 days respectively. This procurement is specifically set aside for Indigenous TBIPS Supply Arrangement Holders under Tier 1 in the Remote/Virtual Access region and is exempt from international trade agreements and the Canadian Free Trade Agreement. The contract is structured for an initial two-year term from the date of award, with a one-year irrevocable option for extension by the government. Performance is designated as remote offsite within Canada. Security requirements include a minimum corporate clearance of Protected B and a minimum resource clearance of Reliability.
