The Canada Council for the Arts is establishing a Standing Offer for qualified professional information technology services to support operational requirements and project-based initiatives on an as-needed basis. The scope of work is divided into eight distinct service streams, covering enterprise platforms and business applications (specifically Microsoft, Salesforce, and Unit4), custom application development and integration, data analytics and information management, cloud infrastructure and cybersecurity, project and change management, user experience and accessibility, audit and advisory services, and artificial intelligence and emerging technologies. Services may be delivered through time-based, deliverable-based, or hybrid models, with a strong emphasis on knowledge transfer to Canada Council personnel. The contract is structured for an initial three-year period with an option to extend for an additional two years. Award decisions are based on a point-rated system evaluating technical competence and financial competitiveness across each stream. Technical evaluation focuses on mandatory compliance and representative resource experience, while financial scoring is based on weighted hourly rates for three different resource levels. All work is subject to inspection and acceptance by the Canada Council, and deliverables may be required in English, French, or both official languages. Performance is centered in the National Capital Region of Ottawa, and the procurement process requires submissions to be divided into technical, financial, and declaration sections.
