2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

In January 2024, the Alaska Department of Natural Resources issued ITB 2024-1000-0044 to solicit bids from qualified contractors for on-demand fixed-wing and helicopter aircraft services to support emergency wildland firefighting efforts managed by the Division of Forestry. This solicitation introduces an innovative Open Enrollment period, allowing current contractors to modify their existing contracts by adding or removing aircraft, adjusting pricing, or both, while enabling new contractors to join the program. Participation in this open enrollment is optional for existing contractors not seeking changes. The awarded aircraft will be dedicated solely to firefighting operations during active fire incidents supported by the Division of Forestry and Fire Protection. Bids must be submitted by March 15, 2025, at 2:00 PM Alaska Time via email or mail, with late responses being rejected. The process includes a question deadline of February 28, 2025, and the evaluation of bids is expected to conclude by mid-March, followed by the announcement of awards and contract issuance by the end of March. Contractors interested in receiving updates or amendments must register with the DNR Procurement Section. The contract size ranges from five to twenty million dollars, and the procurement is managed by the Alaska Department of Natural Resources, with Madelyn Lowe serving as the primary contact for inquiries.
