ITB 2026-9 - Lower Provo River Parkway Improvements

Utah County Public Works Department is seeking a qualified contractor through Invitation to Bid ITB 2026-9 to perform construction and completion improvements for a 2.15-mile section of the Lower Provo River Parkway in Provo. The scope of work includes civil and site improvements such as pulverizing, untreated base course installation, HMA-3/8 inch paving, fence removal and installation, ADA ramp construction, and curb and gutter work. All work must adhere to the project drawings and meet or exceed the current standards of the American Public Works Association (APWA) and the Manual on Uniform Traffic Control Devices (MUTCD). The project must be completed on or before October 30, 2026. Bids are due by September 9, 2026, at 3:00 p.m. Mountain Time and must be submitted digitally via the U3P Bonfire eProcurement platform. To be eligible, bidders must provide a cost proposal, a certificate of non-collusion, a local business license, a Utah state contractor license, proof of insurance, and documentation proving they are current on personal property taxes. Additionally, contractors must demonstrate at least three years of experience and provide a list of three similar completed projects. The contract includes a five percent retainage on all payments until project completion, with final payment issued thirty days after the County Project Manager's final inspection and acceptance. Performance and payment bonds are required and must be adjusted to reflect any signed change orders.
