ITB-26-50 Pipe and Fittings for Potable, Reclaimed Water, and Wastewater Utilities - 3-Year Contract

The City of Winter Haven, Florida, is soliciting bids for a three-year contract to provide the supply and delivery of potable water, reclaimed water, and wastewater pipes, fittings, and related accessories on an as-needed basis. The scope includes materials such as PVC, HDPE, and ductile iron pipes up to 36 inches in diameter, as well as fire hydrants, meter boxes, and backflow preventers. The contract is divided into multiple product groups, and the City may award up to three contracts per group (Primary, Secondary, and Tertiary) to the lowest responsive and responsible bidders based on the total extended net price. The contract is subject to several regulatory requirements, including the Davis-Bacon Act for construction contracts exceeding 2,000 dollars, the Copeland Anti-Kickback Act, and the Build America, Buy America Act. Additionally, all waterworks and plumbing brass must comply with maximum lead content requirements under Public Law 111-380. Payment is processed within 30 calendar days following the approval of invoices by the ordering and finance departments.
