ITB-27-002B- Bennett Lochinvar Boiler #2 Replacement

The Florida Department of Veterans Affairs is soliciting bids under solicitation FDVA-ITB-27-002B for the removal and replacement of boiler #2 at the Emory L. Bennett State Veterans Nursing Home in Daytona Beach, Florida. The selected contractor will be responsible for removing an existing H.B. Smith boiler and installing a new Lochinvar M# CHN2072-M13 copper-fin gas boiler. The scope of work includes reconnecting flue gas piping, wiring electrical components, replacing pipe insulation, and performing a full system startup. Additionally, the contractor must provide staff training, manage the proper disposal of all project-related waste, and conduct one annual system inspection including necessary testing and repairs. All work must be completed within 120 calendar days from the date of the agreement's full execution, with no renewals provided. Award will be granted to the lowest responsive and responsible bidder who meets all pass/fail gates, including the capacity to do business in Florida, legal compliance with all required licenses, and a clean financial standing with the state. The contractor must adhere to strict insurance requirements, including a minimum of 1 million dollars in commercial general liability and 3 million dollars in excess liability. Final acceptance is contingent upon the completion of work to the satisfaction of the FDVA and applicable authorities, the provision of a certified commissioning letter, and the submission of all warranty and project documentation. Payments will be issued on a post-payment basis for certified completed work in accordance with Florida Statutes, with no advance payments permitted.
