ITB Paving Improvements: Trinity Park, Z. Boaz South Park, and Pecan Valley Golf Course

The City of Fort Worth is soliciting bids for comprehensive paving and infrastructure improvements across three municipal sites: Trinity Park, Z. Boaz South Park, and Pecan Valley Golf Course. The scope includes approximately 3,750 linear feet of asphalt roadway replacement and 3,200 square yards of fog and crack sealing in parking areas at Trinity Park; 7,200 square yards of asphalt milling and overlay and 1,150 square yards of full-depth asphalt replacement with overlay at Z. Boaz South; and at Pecan Valley Golf Course, a new 2,000 square yard concrete entryway with adjacent parking and sidewalks, 600 square yards of full-depth asphalt replacement, 4,650 square yards of edge milling and asphalt overlay, 16,900 square yards of fog and crack sealing, and 90 linear feet of reinforced concrete pipe installation. All work must adhere to City of Fort Worth standards, ASTM, ACI, and Texas DOT specifications, with strict compliance required for material testing including plasticity index, compressive strength, and gradation limits. The contract is structured as a firm fixed price arrangement, with performance required within 275 days of contract commencement and all work to be completed on-site within designated rights-of-way and property boundaries. Bidders must demonstrate financial responsibility, relevant experience, and subcontractor qualifications, with evaluation based on responsiveness, technical capability, and overall value to the City, though no formal weighting system is established. Submittals are mandatory, including product data, shop drawings, as-built documentation, operating and maintenance manuals, and certification of small business participation if applicable, with full compliance to AWPA standards for treated wood and MIL-C-5541 Class 1A for aluminum sign blanks. All bids must be submitted electronically through the Bonfire Procurement Portal by 2:00 P.M. CDT on June 25, 2026, and the City retains final authority for inspection and acceptance with right to audit records and enforce compliance, including penalties for misrepresentation of small business status or conflict of interest. No federal acquisition regulation clauses apply, and the procurement is governed solely by municipal procedures with emphasis on responsible, low-price selection based on the best interests of the City.
