The United States Marine Corps Regional Contracting Office Far East plans to negotiate and award a noncompetitive contract to integrate existing Land Mobile Radio (LMR) equipment, infrastructure, consoles, and assets at MCAS Iwakuni into the Japan Joint LMR (J2LMR) system. This action is justified under FAR 6.302-1, acknowledging that only one responsible source exists to meet the agency's requirements. The project focuses on reconfiguring and migrating the current Iwakuni LMR property to establish a resilient and diverse LMR capability, enhancing coverage across the region. The importance of this initiative stems from experiences during the 2011 earthquake, tsunami, and nuclear incidents, highlighting the need for a master communication site on each landmass to ensure reliable communication during emergencies. This effort aims to achieve cost-effective integration of existing assets rather than procuring new equipment and falls under NAICS code 517110 with FSC Code N060. The notice is not a solicitation or a request for proposals but serves to gauge interest for potentially conducting a competitive procurement. However, the decision to pursue competition remains at the Government's discretion. Interested parties were invited to respond by September 23, 2011, with inquiries directed to designated officials within the Marine Corps contracting office. The contract is titled "Iwakuni LMR Connectivity" and is managed by the Department of Defense's Commanding Officer, with performance expected in the Far East region.
