J-124 (RFI), DIGESTER GAS FACILITIES REHABILITATION

Project J-124, Digester Gas Facilities Rehabilitation, is a pre-solicitation effort by the Orange County Sanitation District (OC SAN) to rehabilitate gas compressor facilities at Plant No. 1 in Fountain Valley and Plant No. 2 in Huntington Beach, California. The scope of work includes seismic upgrades to compressor buildings, the replacement of inlet moisture separators, filters, and cooling water lines, and the rehabilitation of electrical, instrumentation, and control systems. Additionally, the project involves installing a new closed-loop cooling system, updated condensate collection and drainage systems, and replacing existing flares with low-pressure ultra-low emission flares. Equipment such as compressor motors and overhead bridge cranes must meet Class I Division 1 area classification standards. The Orange County Sanitation District anticipates issuing an Invitation for Bids in November 2026. To qualify, bidders must demonstrate significant experience, including the completion of at least two public works projects in the last seven years with a final contract value of at least 50 million dollars. Requirements include experience with the installation of equipment larger than 50 horsepower and mechanical piping for digested or natural gas systems. Bidders or their subcontractors may also be required to show experience with compressors or blowers of 100 horsepower or larger, as well as the installation of flares exceeding 10 MMBTU/hr or 250 scfm.
