J-143 OA (RFP), Solids Deep Well Injection

The Orange County Sanitation District (OC SAN) is soliciting proposals for Owner's Advisor (OA) services for Project No. J-143, the Solids Deep Well Injection System (SDWIS). This project utilizes a Progressive Design-Build delivery method to implement a long-term biosolids management solution for Plant No. 1 and Plant No. 2, which currently produce over 500 wet tons of dewatered biosolids per day. The Owner's Advisor will provide independent technical review and advisory services across planning, environmental compliance, design, procurement, construction, commissioning, and transition operations. Phase 1 specifically focuses on delivering design documents up to 60 percent completion and developing a Guaranteed Maximum Price (GMP). The contract is structured as a Professional Services Agreement (PSA) and requires the selected firm to adhere to strict regulatory and safety standards, including EPA guidelines for Underground Injection Control permitting and U.S. Department of Transportation requirements for Operator Qualification near high pressure digester gas lines. Proposers must submit a two-part proposal consisting of a technical package and a not-to-exceed fee proposal by September 17, 2026. Evaluation is based on technical proposals, with top-rated firms potentially invited for oral presentations. The project timeline extends through final extended commissioning and closeout in September 2034, with payment handled via monthly invoices on a per-task basis.
