The Naval Inventory Control Point is seeking a five-year indefinite delivery, indefinite quantity (IDIQ) contract for the repair of four specific high-value line items of the AN/APR39(v)2 Radar Detecting Set. These systems, integral to aircraft such as the EH-60A, OV-1D, RV-1D, and RC-12, require specialized maintenance and repair. Northrop Grumman, located in San Jose, California, is the original equipment manufacturer and currently the only approved source with full repair capabilities due to restricted technical data and proprietary information not available from the Government. Because these radar warning receivers are flight-critical and limited source approval exists, only Northrop Grumman has been solicited for this contract unless alternative sources provide adequate technical data and gain prior government approval. The anticipated award date for the contract is January 2007, and potential offerors must comply with strict source approval procedures governed by the U.S. Navy Aviation Supply Office. Companies must submit detailed repair experience and technical data as outlined in the Navy’s Source Approval Information Brochure to be considered for award. Failure to submit complete and compliant source approval documentation will result in disqualification. Should the approval process for any new source not be completed in time to meet operational requirements, the award is likely to proceed with the incumbent contractor to ensure uninterrupted fleet support. Questions regarding the contract or item lists can be directed to the designated Navy contact at NAVICP-P.
