The NASA Ames Research Center Airborne Science Program seeks to acquire hardware and software tools and maintenance services for Applanix POS AV 510/610 Inertial Navigation Systems. This requirement covers up to three years of support for Earth Science payloads, including system inspections, parts replacement, refurbishment, and calibration to factory specifications. A critical component of the agreement is the provision of working spares within 24 hours in the event of a system failure during a mission. NASA intends to award this contract to Applanix Corporation, a Trimble Navigation Limited company, as a sole-source procurement under FAR Part 12. This decision is based on the proprietary nature of the systems, as Applanix is the only entity with the necessary drawings, equipment, and expertise to perform the required servicing. Interested organizations were invited to submit capabilities and qualifications by September 4, 2014, to determine if the procurement would be conducted on a competitive basis.

NASA Ames Research Center (ARC) Airborne Science Program has a requirement for Applanix Hardware and Software Tools which will provide up to three years service for NASAs Applanix POS AV 510/610 Inertial Navigation Systems in support of a variety of Earth Science payloads. The services will include inspections, replacement of parts, refurbishment, and calibration and validation to factory specifications and working spares within 24 hours when there is a system failure during a mission. NASA ARC intends to purchase the services from Applanix Corporation (Applanix), a Trimble Navigation Limited company. As such, the servicing of these units, including rapid response field spares, is only available through Applanix. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 4, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .
