The government plans to award a firm-fixed-price contract to Phoenix Teledata Services, Inc. to provide maintenance and support for the Automatic Call Distribution (ACD) system hardware and software used by Blanchfield Army Community Hospital. This sole source procurement, managed by the Installation Contracting Office at Fort Campbell, Kentucky, is justified by the fact that Phoenix Teledata Services is the only certified and qualified vendor capable of supporting the current Hospital Telephone Appointment System. The contract falls under NAICS code 811213, with a small business size standard of $10 million. The procurement will be conducted using Simplified Acquisition Procedures and other than full and open competition, given the statutory authority allowing sole source awards where only one source can fulfill the requirement. While this notice is not a solicitation for competitive offers, other firms that believe they can meet the requirements may submit written notifications with supporting evidence within five days of the notice’s publication. The government may consider such responses but retains discretion over whether to proceed with the sole source award. Should no responses be received by the deadline of April 30, 2012, the government will move forward with sole source negotiations with Phoenix Teledata Services. Written responses must be submitted via email or fax, and telephone inquiries will not be accepted. The primary point of contact is Mrs. Rana Y. Steele at Fort Campbell.
