AI Contract Overview

The contract involves the issuance of a replacement Basic Ordering Agreement (BOA) with L-3 Communications East in Camden, NJ, recognized as the Original Equipment Manufacturer and the sole source capable of performing full repairs for 17 identified National Stock Numbers (NSNs). Due to the lack of complete government-held technical data and drawings, the repair work must be performed by this approved source to ensure mission-critical reliability. Key NSNs primarily involve various circuit card assemblies, printed wiring boards, communication systems, electronic components, switches, and encryption-decryption equipment essential to the Department of Defense's operational needs. The contract is managed by NAVSUP Weapon Systems Support Mechanical Division and was posted as a presolicitation in January 2014 under solicitation number N0010414GA100. Only L-3 Communications, with government-approved repair capabilities, has been solicited because of the mission-critical nature of the items and the absence of sufficient technical data to open up competition. The award cannot be delayed for the approval of alternative sources, underscoring the urgency and exclusivity of this BOA. Questions regarding the solicitation were to be directed to the designated contact at NAVSUP.
