The contract involves the procurement of 18 units of a specific battery, identified by NSN 7H-6140-015912883, under technical data package version 004, with delivery terms set as FOB origin to Behlman Electronics Corp in Hauppauge, NY. This is a sole-source negotiation, meaning the Government intends to negotiate with only one supplier due to unique manufacturing constraints. The part must be acquired from a designated manufacturing source as defined by DoD standards because no suitable technical data, government rights, or manufacturing knowledge exist to allow procurement from alternate sources or qualification of other parts. The Government’s decision to forego competitive bidding is based on responses to this notice and remains discretionary. Award of the contract is contingent upon the offeror, product, or manufacturer meeting specific qualification requirements in line with federal acquisition regulations at the time of award. The contract pertains to the repair or modification of 96 VDC batteries and was posted as a presolicitation by the Department of Defense’s NAVSUP Weapon Systems Support office in Mechanicsburg, Pennsylvania. While interested parties may express interest or submit quotes, the procurement emphasizes compliance with strict source control guidelines, and the solicitation provides guidance on where to obtain further qualification information.
