The contract involves the procurement of one unit of an electric J-brake, intended for repair or modification, with delivery terms FOB origin. The item is identified by NSN 7H-6110-012912026, with technical data package version 004, and the designated manufacturer is Ward Leonard Electric Company located in Thomaston, CT. This procurement is a sole-source negotiated action under the Department of Defense, specifically through Navsup Weapon Systems Support Mech in Mechanicsburg, PA. The government has indicated that it is not seeking competitive quotes as the required item must come from a specific, authorized manufacturing source due to the lack of suitable technical data or rights to permit acquisition from alternative suppliers. Responses from interested parties will be reviewed solely to determine if competition is feasible, but the government retains discretion on whether to proceed competitively. The government notes that the part is subject to source control as per DoD-STD-100 standards, meaning that only the designated manufacturer can provide the item due to restricted technical data availability and the inability to conduct qualification testing with other sources. Although altered and selected items typically have adequate technical data packages, the necessary information or data rights for this item are not currently in government possession and cannot be economically acquired. The contract solicitation was posted in November 2013, and it specifies a presolicitation status without any set-aside applicable. The place of performance details are unspecified, but the contracting office overseeing this action operates under the Department of Defense in Mechanicsburg, PA.
