The contract involves a sole source purchase order awarded to Control Services, Inc. for upgrading the building controls system at the VA Nebraska Western Iowa Health Care System, specifically the Omaha VA Medical Center. The period of performance spans from September 1, 2018, to August 31, 2019. This upgrade focuses on replacing outdated HVAC control systems, transitioning from the unsupported Andover Controls System to the Schneider Electric EcoStruxure system at the Ambulatory Care Clinic (ACC). The contract represents a logical follow-on to Control Services’ existing agreements, as they currently maintain HVAC controls for the main hospital building and have been awarded the contract for the new ACC building HVAC installation, promoting system continuity and efficiency across facilities. The upgrade is divided into five phases, each entailing a one-for-one swap of front-end network level controllers from Andover Net Controllers to Schneider Electric Automation Server Controllers, with thorough inspection of communication trunks before connection. The North American Industry Classification System (NAICS) code for this work is 334290, and the relevant Product Service Code (PSC) is J041 for maintenance and repair of refrigeration/air conditioning equipment. Although this notice is not a solicitation for competitive quotes, interested vendors who can demonstrate capability to service Schneider Electric EcoStruxure equipment were invited to submit capability statements by July 24, 2018, for consideration of whether the procurement would remain sole source or become competitive.
