The contract involves the procurement of two units of a specific relay component, identified by NSN 7H-5998-016049720 and associated with technical data package version 001. The delivery terms specify FOB origin with shipment addressed to Lockheed Martin Corporation in Orlando, Florida. This acquisition is intended for repair or modification purposes under the category titled "J--CCA, RELAY, IN REPAIR/MODIFICATION OF." The government plans to negotiate exclusively with a single source due to the proprietary nature of the data and the uneconomical conditions surrounding data acquisition or reverse engineering, thereby limiting the possibility of competitive bidding. Although this notice is not a solicitation for competitive quotes, interested parties are invited to express their interest or submit quotations within specified timeframes, which the government will review to determine whether to proceed competitively. The notice references applicable procurement regulations under FAR 6.302-1, affirming that all responses are considered solely to evaluate the need for a competitive procurement. Supporting documentation such as Military and Federal Specifications, Qualified Products Lists, and Military Handbooks are accessible through the DoD Single Stock Point or the ASSIST-Online platform, ensuring interested suppliers can review standard requirements. However, certain documents like patterns and drawings are not stocked and must be obtained from other sources. This contract opportunity is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, under the Department of Defense. The government’s approach reflects a careful balance between proprietary considerations and potential market interest, with a clear emphasis on negotiating with a sole source while maintaining transparency through this notice.
