AI Contract Overview

This contract involves the procurement of 26 units of a high-reliability circuit card assembly and other replacement parts, specified by NSN 7H-5998-014858350 and identified under TDP version 005. The delivery terms are FOB Origin, and the items are to be issued to Raytheon Company located in Largo, Florida. The government does not possess the data rights necessary to purchase or contract repairs from alternate sources, and acquiring these rights or reverse engineering the part has been deemed uneconomical. Due to the part's critical reliability designation under a formal program, any failure poses unacceptable safety risks to personnel and equipment. Moreover, the engineering authority has determined that appropriate reliability control data cannot be obtained, nor can suitable specifications be drafted to define or control these reliability limits. The procurement will be conducted through a sole source negotiation process under FAR 6.302-1, although the government invites all responsible parties to express interest or submit proposals within 45 days of the synopsis publication (or 30 days if under an existing Basic Ordering Agreement). This is a notice of intent, not a request for competitive proposals. The government reserves discretion over whether to proceed competitively based on received responses. Award decisions will be contingent upon meeting qualification requirements per FAR clause 52.209-1, with additional information about qualifications and solicitation details available via the contracting office in Mechanicsburg, Pennsylvania, which oversees the Department of Defense Navsup Weapon Systems Support.
