AI Contract Overview

The contract pertains to the procurement of 15 units of a specific circuit card assembly (NSN 7G-5998-014684171, TDP VER 001) intended for repair or modification purposes. The delivery terms specify FOB origin, with the items to be issued to Harris Corporation in Rochester, New York. This is a sole-source acquisition, meaning the Government intends to negotiate exclusively with one supplier, and it is not a request for competitive quotes. However, interested parties may express their capability to fulfill the requirement or submit quotes prior to contract award, which the Government may consider to determine whether to proceed with competition. The acquisition involves a part controlled under DoD-STD-100, meaning it must be obtained from a designated manufacturing source due to the lack of available technical data or Government data rights that would permit sourcing from another supplier, qualification testing of alternate parts, or use of second-source parts. Although such parts are normally expected to have comprehensive technical data packages, in this case, the required data or rights are either not in Government possession or cannot be economically acquired. The contracting office responsible is the Department of Defense’s Navsup Weapon Systems Support office located in Mechanicsburg, Pennsylvania. The contract was posted as a presolicitation in September 2014, with additional details and notes referenced for further context.
