The contract involves the procurement of 14 units of a circuit card assembly (NSN 7R-5998-012268624-WK) intended for repair or modification, with delivery terms FOB origin. The contract is issued to Honeywell International Inc. located in Minneapolis, MN. The government intends to negotiate exclusively with the current approved source due to the flight-critical nature of the item and the inadequacy of technical data to support full and open competition. Potential suppliers that are not currently approved must submit detailed technical data as outlined in the Naval Inventory Control Point Philadelphia Source Approval Information Brochure to be considered for approval and possible award. The government does not have sufficient data to purchase this item from other sources and will only evaluate offers from approved sources or those submitting requisite approval documentation. If source approval cannot be obtained timely, the award may proceed with the existing source to meet fleet support requirements. This acquisition is managed by NAVSUP Weapon Systems Support, Department of Defense, based in Philadelphia, PA, under solicitation number N0038309PN070. The notice clarifies that this is not a request for competitive quotes but rather an intent to negotiate solely with an approved source, with government discretion applied in determining whether competition is warranted based on submissions from interested parties.
