The contract involves the procurement of 20 units of a specific circuit card assembly identified by NSN 7H-5998-015426753, with technical data package version 002. The delivery terms are FOB origin, and the contract is intended to issue to Engility Corporation located in Chantilly, Virginia. This action is a notice of intent indicating the Government’s plan to negotiate directly with a single source rather than soliciting competitive quotes. Although the Government invites interested parties to express interest and submit quotes, the decision to compete or not rests solely with the Government, and quotes received before the award date will be evaluated accordingly. The Government does not hold the data rights necessary to procure these parts from multiple sources, and acquiring such rights or reversing engineering the parts has been deemed uneconomical. The solicitation, identified under number N0010415PDB26, pertains to repair or modification services for a circuit card assembly and is administered by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania. This pre-solicitation notice, posted in early 2015, underscores the specialized nature of the procurement and the Government’s reliance on a single supplier due to limited data access and economic considerations.
