The contract concerns the acquisition and repair/modification of a specific circuit card assembly, identified by NSN 7H-5998-016141912, with a quantity of four units to be delivered FOB origin to DRS Laurel Technologies in Johnstown, Pennsylvania. The Government intends to negotiate this contract exclusively with a single source due to the necessity of procuring or repairing the item from a source identified by source control or selected item drawings as per DoD-STD-100. This specialized nature means that adequate technical data, Government data rights, or manufacturing/repair knowledge are not available for use with other suppliers, making competition impractical or impossible. Although this notice is not a request for competitive quotes, interested parties may express their interest or submit quotes for consideration, which the Government will evaluate before deciding whether to proceed with sole-source negotiation or open competitive procurement. The action is being conducted under FAR 6.302-1 authority, emphasizing the sole-source nature of the procurement. The acquisition is not following commercial item acquisition policies under FAR Part 12, but provisions related to Free Trade Agreements and the Buy American Act are included. Responses will be reviewed primarily to determine the necessity of a competitive process, but the Government retains full discretion in making that decision.
