The contract involves the acquisition of six units of a specific circuit card assembly, NSN 7H-5998-015225313, identified as TDP VER 001, with delivery terms FOB origin to TRI-TEC MANUFACTURING LLC in Kent, Washington. This item must be sourced exclusively from designated manufacturers as defined by applicable standards, notably DoD-STD-100, due to the unavailability of sufficient technical data, government data rights, or manufacturing knowledge that would allow for procurement or qualification testing from alternative sources. While the standard requires an adequate technical data package for altered and selected items, such documentation or data rights are not currently accessible to the government and cannot be cost-effectively obtained. Interested parties can access relevant Military and Federal specifications, standards, and qualified product lists through official DoD document services, with guidance provided on document retrieval options both online and via traditional contact methods. The contract is a presolicitation notice published by the Department of Defense’s Navsup Weapon Systems Support office in Mechanicsburg, Pennsylvania, indicating an intent to negotiate solely with one source under FAR 6.302-1. Although it is not a solicitation for competitive proposals, interested and capable sources are invited to express their interest and submit relevant statements within defined periods, depending on whether the award is conducted under a Basic Ordering Agreement. The government reserves discretion in opting not to pursue competitive procurement based on responses received, with the purpose of gathering market information. This procurement is excluded from commercial item acquisition procedures under FAR Part 12, but parties offering suitable commercial items are encouraged to communicate their capabilities within 15 days of the notice date.
