AI Contract Overview

The contract involves the procurement of five units of a circuit card assembly for repair or modification, identified by NSN 7H-5998-012584251-GL and TDP Version 001, to be issued to General Dynamics-OTS Inc. in Williston, Vermont. The delivery terms specify FOB origin, indicating that responsibility and costs transfer to the buyer once the goods leave the supplier’s facility. The contracting agency, under the Department of Defense's Navsup Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania, intends to negotiate this procurement as a sole-source acquisition according to FAR 6.302-1, meaning competition is not anticipated due to the unique nature or economic impracticality of obtaining the materials or specifications competitively. While this notice is not a request for competitive quotes, the government is open to receiving input from any interested parties that might demonstrate their capability to meet the requirement, with proposals or statements accepted within designated timeframes prior to award. The data needed to acquire the item competitively is unavailable or uneconomical to obtain, and adequate commercial specifications are lacking, making this a justified sole-source procurement. This acquisition does not fall under the standard policies for commercial items in FAR Part 12, although interested vendors may indicate if they can offer a commercial item alternative within 15 days. Relevant military and federal documents may be obtained through designated DoD channels, but patterns and drawings are not stocked at those repositories. The government retains discretion to decide whether to pursue competitive procurement based on responses received.
