AI Contract Overview

The contract involves the procurement of 15 units of a specific circuit card assembly (NSN 7R-5998-015540764-QE) for repair or modification, with delivery terms set as FOB origin to BAE Systems Controls Inc. in Endicott, New York. This action is a sole-source procurement under FAR 6.302-1, meaning the Government intends to negotiate exclusively with one approved source due to the specialized nature of the item, which requires engineering source approval to maintain quality. The approved source holds unique design, manufacturing, and repair knowledge essential for sustaining the part's quality, and data rights or technical information are not economically available to the Government for full and open competition. Alternate sources must comply with stringent qualification procedures governed and approved by the relevant Government engineering authority, but time constraints typically prevent delaying the award for new source approval. The Government has issued this notice of intent to inform potential interested parties that while it is not a request for competitive quotes, responsible sources may express interest and submit necessary documentation demonstrating their capability and qualification, following guidelines specified in NAVSUP Weapon Systems Support Source Approval Information Brochures. Proposals submitted must include all required data to be considered, and if evaluation of new source approval cannot be completed in time to meet operational needs, the award will proceed with the current approved source based on fleet support requirements. The solicitation is not conducted under FAR Part 12 for commercial items, and additional information, including qualification criteria and relevant documents, can be obtained through designated government channels such as the DoD Single Stock Point and ASSIST-Online. The contract is intended to ensure uninterrupted supply of a flight-critical component where technical data and source approval restrict competition to protect safety and performance standards.
