The contract involves the procurement of two refrigeration compressors, identified under NSN 7H-4130-014556577, intended for repair or modification, with delivery terms FOB origin to Chesapeake Marine Refrigeration Corporation in Norfolk, Virginia. The government intends to award this contract through sole-source negotiation under FAR 6.302-1, rather than a competitive process, due to the lack of government ownership of the technical data or rights necessary for alternative sourcing, and the uneconomical nature of acquiring or reverse engineering the data. Although this notice is not a request for competitive quotes, interested parties may express their interest or submit proposals, which will be considered to determine if competition is necessary. The solicitation is managed by the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania. It explicitly states that commercial acquisition procedures under FAR Part 12 are not being used, though parties may propose commercial items within 15 days if they can meet the government’s requirements. Documents relevant to standards and specifications can be accessed via the Defense Logistics Agency's resources, such as DODSSP and ASSIST-Online. Award will be contingent upon the offeror, product, or manufacturer meeting all qualification requirements at the time of award, following prescribed FAR clauses. The government reserves sole discretion in deciding whether to pursue a competitive procurement based on responses received within the specified timeframe.
