This contract involves the procurement of two units of a control alarm unit (NSN 7H-6350-015083536, TDP VER 002) to be delivered FOB origin to DRS Training & Controls Systems in Fort Walton Beach, Florida. The government does not possess ownership or rights to the data required to purchase this part from other sources, and it has been determined both acquiring rights and reverse engineering the part are uneconomical. Interested parties may access relevant Military and Federal specifications and standardized documents through the Department of Defense Single Stock Point or ASSIST-Online, though certain proprietary data such as patterns and drawings are not publicly stocked. The acquisition is intended to be handled under a sole-source basis according to the FAR 6.302-1 authority, with the government inviting all interested parties to express their capability to fulfill the requirement within a specified timeframe, but this notice is not a solicitation for competitive proposals. Responses received within 45 days will be considered to determine if competition will ensue, with a final decision resting exclusively with the government. Market research reveals that this procurement does not follow commercial item acquisition policies under FAR Part 12, though commercial solutions can be proposed within 15 days. The contracting office is part of the Department of Defense, located in Mechanicsburg, Pennsylvania, and the announcement was posted as a pre-solicitation in March 2017.
