This contract involves the procurement of a specific electronic component identified as NSN 7R-5998-010865939-ZY, with a quantity of one unit to be delivered FOB origin to Rockwell Collins Inc. in Cedar Rapids, Iowa. The contract is issued under solicitation number N0038311PG053 by the Department of Defense's Navsup Weapon Systems Support office located in Philadelphia, PA. This action is a sole-source procurement, meaning the Government intends to negotiate exclusively with one approved supplier due to the flight-critical nature of the item and the lack of sufficient technical data to support a fully open competition. Interested parties who are not currently approved sources are invited to submit information demonstrating their capability and compliance with source approval requirements as specified in the Navy Inventory Control Point Philadelphia Source Approval Information Brochure. The Government emphasizes that new source approval may not be feasible within the required timeline, and existing approved sources will be given priority to ensure timely support of fleet requirements. Any offers lacking the necessary documentation or proof of source approval will not be considered. This procurement process is governed by strict technical and quality criteria, reflecting the criticality of the component to mission success, and highlights the Government’s discretion in deciding whether competitive procurement will be pursued based on the information received. The contract opportunity was posted as a presolicitation in February 2011, and the Government notes that this notice is not a formal request for competitive quotes, but a preliminary step in the sole-source negotiation process.
