The contract pertains to fiscal year 2015 orders placed under a Basic Ordering Agreement with L-3 Communication, designated as N00104-14-G-A100. L-3 Communication, based in Camden, New Jersey, is identified as the original equipment manufacturer and the sole approved source capable of providing full repair services for 15 specific National Stock Numbers (NSNs). Due to the mission-critical nature of these items and incomplete technical data held by the government, repair work is restricted to this pre-approved source. The requirement for government source approval prior to awarding the contract reflects the fact that data and rights related to the items are not fully available, and the approval process for any alternate source would cause unacceptable delays. The orders fall under NAICS code 334412 and are managed by the Naval Supply Systems Command Weapon Systems Support office located in Mechanicsburg, Pennsylvania. The contract was announced as a presolicitation with no open competition due to the unique capabilities and rights held exclusively by L-3 Communication. For further details about the items or questions related to the contract, Jennifer Morrison is the designated contact. This arrangement ensures continuity and quality in repairing mission-critical components where proprietary technical data and repair know-how are essential.

This is the NAVUSP WSS synopsis for FY 2015 orders to be placed under Basic Ordering Agreement (BOA) with L-3 Communication N00104-14-G-A100. L-3 is the Original Equipment Manufacturer and the only known source to possess full repair capability located in Camden, NJ (cage 11447). The repairs will be for 15 NSNs. Complete data, drawings and the rights to the same are not available from the Government. For a complete list of all items to be repaired or any questions concerning this notice, contact Jennifer Morrison +1 (555) 000-0000. The subject items require Government source approval prior to contract award, as the items are mission critical and/or the technical data available has not been determined adequate to support repair via full and open competition. Only the source previously approved by the Government for repair of these items has been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
