The Department of Veterans Affairs (VA) Network Contracting Office 2 plans to award a sole source contract to Verizon Connect NWF Inc. for the provision of a Vehicle Fleet Management Information System to support the VA Vehicle Fleet Management Program covering VISN 2 facilities. The contract is set for the period from October 1, 2019, to September 30, 2020, and involves services for government vehicles across multiple VA Medical Centers in New York, including Albany, Syracuse, Canandaigua, Bath, and Buffalo/Batavia. The system will manage motor pool reservations, mileage and trip reporting, driver qualifications, fuel use tracking, maintenance scheduling, inspections, GPS integration, vehicle inventory, and asset costs, providing a fully integrated solution for fleet management. The VA mandates that key vehicle data must be recorded in a centralized official database managed by the Office of Asset Enterprise Management (OAEM), though internal systems may be used as long as required information is shared. Verizon Connect NWF Inc. is the sole provider capable of supplying and maintaining this proprietary GPS telematics equipment, hence the decision for a sole source award. Services will include diagnostic alerts and roadside assistance as part of the monthly service package. Although this notice is not a solicitation for competitive quotes, other firms can submit a written notice of capability by the July 17, 2019 deadline to potentially influence the award process. However, the government retains full discretion over competition decisions. All responses must be submitted via email to the designated VA Contract Specialist, Kimberly Wiatrowski.
