The United States Army’s Mission Installation Contracting Command at Yuma Proving Ground intends to award a firm-fixed price contract on a sole source basis to L-3 Communications Corporation, operating as Combat Propulsion Systems. The contract involves the repair of a government-owned Hydromechanical Crossdrive Transmission, specifically the Hydromechanical Power Train (HMPT) 500. L-3 CPS is uniquely qualified for this task due to its proprietary technical, engineering, and manufacturing knowledge of the transmission system as the original equipment manufacturer. Certain critical sub-assemblies and manufacturing processes are exclusive to L-3 CPS, making them the only vendor capable of handling repair, troubleshooting, and remanufacturing for this equipment. This procurement will follow the Simplified Acquisition Procedures under the Federal Acquisition Regulation part 13 with a NAICS code of 811310, identifying vehicle and heavy equipment repair, and a size standard of $7 million. The notice emphasizes that this is not a competitive solicitation, and the government reserves the right to proceed without competition. Interested firms are invited to review the specifications independently and may respond by demonstrating their technical capabilities if they believe they meet the requirements. Responses were to be submitted by 12:00 PM MST on May 22, 2012, but proprietary information protection measures are in place to prevent unauthorized disclosure. The contract is managed from Yuma Proving Ground, Arizona, under the Department of Defense.
