The contract involves the procurement of 20 units of an item identified by NSN 7R-6620-015118979-BP, specifically designated for repair or modification of a torque indicator. Delivery terms are FOB origin, and the items will be issued to Innovative Solutions & Support located in Exton, Pennsylvania. This action represents a sole-source negotiation intention by the government, emphasizing that it is not a competitive solicitation but rather an intent to engage with an approved supplier who holds essential engineering and manufacturing knowledge. The contract underscores the importance of engineering source approval by the design control activity, ensuring quality maintenance of the parts through established procedures overseen by the government engineering authority. The sole-source award is justified by the unique design capability, proprietary data rights, and specialized manufacturing expertise held by the approved source, which are not readily available in the open market. Any alternate suppliers must undergo stringent qualification processes sanctioned by the government’s design control and engineering activities. The contract originates from the Naval Supply Systems Command Weapon Systems Support under the Department of Defense and was posted as a presolicitation in December 2013. The procurement maintains strict quality assurance through adherence to government-approved design control procedures, confirming the critical nature of this sourcing arrangement within the defense supply chain.
