The Bureau of Customs and Border Protection plans to negotiate and award a sole source contract to Avaya Inc. for a comprehensive 24/7 maintenance service and software maintenance agreement covering an extensive list of telecommunication and hardware equipment. This equipment includes media servers, management software, operational support tools, hardware components, and software upgrades integral to the agency's communication infrastructure. The requirement is part of a turnkey solution available under an existing Government contract, and the agency intends to maintain the contract as a single award without splitting it between multiple vendors. This notice serves to inform interested parties but is not a solicitation for competitive proposals, although any proposals received by the deadline of December 23, 2005, will be considered. The decision to proceed without competition rests solely with the Government, with all submissions primarily used to determine whether a competitive procurement is necessary. The contract and associated maintenance services fall under the NAICS code 811213, managed by the Department of Homeland Security’s Procurement Directorate Contracting Division located in Washington, DC.
