The 186th Air Refueling Wing, Meridian, MS intends to issue a sole source award utilizing Simplified Acquisitions Procedures to Air Techniques International Owings Mills, MD to provide maintnenance and calibration on two JSMLT Units. These JSMLT units require service for calibration and maintenance authorized solely on the manufactured by Air Techniques International. Air Techniques International does not have any dealers of these services, thus making them the only available to obtain export-controlled technical data regulation source for this requirement. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR Part 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements.
